Job Descriptions:
The HR Specialist will be responsible for supporting hiring actions for a federal agency’s Talent Acquisition process. Candidates should have cradle to grave talent acquisition experience. The team is broken down into three sub-teams focused on the following: JOA Creation and Opening, Qualifications Determination and Cert Issuance, and Job Offer, PAR Processing, and Onboarding of new candidates. A specialist hired to the program is responsible to perform the actions of the workstation they are assigned to, being flexible to surge to other workstations should the need arise, and ensuring that all of the hiring actions they perform are of high quality and adhere to OPM, IRS and federal hiring standards. Candidates will be required to obtain DEU certification with six months.
Work Station 1: Responsible for developing and opening JOAs and bringing them to closure. Additionally, responsible for working with hiring managers to open, create, and track JOAs. Experience with USA Staffing, USA Jobs, and/or Monster highly desirable.
Work Station 2: Responsible for the activities in Workstation 2 which include reviewing applicants based on the qualifications required for the vacancy, creating and issuing certs to hiring managers, auditing certs received from hiring managers based on their selection for the vacancy, and processing the selections to the JOA/Job Offer Team. Experience with qualifications determination, veterans preference, applicant tracking system (ATS), and/or HCM systems is required.
Work Station 3: Responsible for creating Tentative Job Offers, coordinating any assessments required for the final job offer, coordinating background investigations and other onboarding documentation required, issuing the final job offer, and establishing the start date with the candidate and hiring managers. Experience with onboarding, PAR, pay settings, and OPM regulations is highly desirable.
Senior HR Specialist LCAT Reqs: US Citizenship with 10+ years of Federal HR Experience and MA/MS degree or Bachelors + 8 years of relevant work experience or AA+ 12 years of relevant work experience.
Journeyman HR Specialist: US Citizenship with 4-10 years of Federal HR Experience and BA/BS or MA/MS degree. 6 years of relevant work experience may be substituted for a bachelor’s degree. An Associate’s degree plus four years of relevant work experience may be substituted for a bachelor’s degree.
