Entry Requirements:
Candidates should:-
(1) have a bachelor degree preferably in journalism, communication or political studies from a local university, or equivalent; and a minimum of 5 years of full-time post-qualification media/journalistic/political working experience;
(2) have good command of written and spoken English and Chinese;
(3) with Level 2 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade E or above in English Language (Syllabus B) and Chinese Language in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent
(4) have good understanding of government system and public affairs;
(5) well versed with IT skills and social media;
(6) have good knowledge of photo-taking, video-shooting and editing skills with the ability to produce different types of marketing materials such as blogs and social media posts;
(7) have effective research skills, including the use of online resources;
(8) have strong communication, organizational and presentation skills; and
(9) be mature, self-motivated and able to work long or irregular hours.

Duties:
(1) To assist in managing the social media platforms of the Bureau and to conduct photo-shooting, video-shooting and editing to produce social media posts;
(2) To monitor news relating to the work of DEVB on social media;
(3) To undertake research on development-related issues, to conduct comparative analysis on such issues and to write up reports/research papers based on the research findings and analysis;
(4) To assist in drafting articles and speeches;
(5) To assist in drafting replies to public enquiries;
(6) To assist in the conduct of community engagement exercises;
(7) To assist in liaising with Government Bureaux/departments, community organisations, and other stakeholders, as appropriate; and
(8) To perform any other duties as required by the Bureau.
Terms of Appointment:
Successful candidate(s) will be employed on non-civil service contract terms for an initial period of one year.
Fringe Benefits
(a) 14 days paid annual leave in respect of each leave year will be granted for employment under a continuous contract for not less than 12 months.
(b) The benefits in respect of rest days, statutory holidays, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.
(c) A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.
General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. The said form can also be downloaded from the Civil Service Bureau’s Internet Website (http://www.csb.gov.hk).
(b) Completed application forms, TOGETHER with (1) a full curriculum vitae including details of bachelor degree (e.g. major subject and class and division of honours) or diploma; and employment records with detailed description of duties; (2) copies of all relevant certificates and academic transcripts of studies; and (3) copies of employment proof should reach the enquiry address indicated below on or before the closing date for application with the envelope clearly marked “Application for the position of Researcher”.
(c) The postmark date on the envelope will be regarded as the date of submission of application. Applicant should ensure that correct address is clearly printed or written on the envelope and sufficient postage is paid if the application is sent by post. Any underpaid mail items will be returned or disposed of by the Hong Kong Post. Candidates will bear by any consequence arising from paying insufficient postage.
