Contract Assistant Training Manager
[Salary: $33,145 to $50,995 plus 10% Year-end Incentive Payment]
Main Duties
(i) To plan and organise training programmes in support of organisational changes, development
programmes, staff engagement programmes and innovation and technology programmes, etc;
(ii) To provide support in all aspect of training matters, including identify training needs, review and
design training plan, execute and evaluate the results;
(iii) To design and deliver training programmes and prepare training materials;
(iv) To support implementation of human resource management/ development projects;
(v) To manage and continuously enhance the e-Learning System for all staff;
(vi) To develop and manage e-learning resources;
(vii) To conduct data analysis on training related data and prepare management reports on training
statistics;
(viii) To assist in the administration of training policies, guidelines, training sponsorship schemes and
administration of the Training Centre; and
(ix) To supervise a team of clerical staff.
The Role Requires
(i) Strong interpersonal/ communication skills;
(ii) Good command of both written and spoken English and Chinese;
(iii) Knowledge of database application, human resources development will be an added advantage;
(iv) Knowledge in internet application, multimedia applications and information technology trends, e.g.
mobile applications will be an added advantage; and
(v) Experience of IT training, e-Learning system in medium or large-sized organisation being an added
advantage.
Entry Requirements
(i) A Hong Kong Bachelor Degree, or equivalent;
(ii) Four years’ post-qualification experience of which minimum two full years are on human resource
management/development/IT project management/e-learning projects/IT training will be an
advantage;
(iii) Very good oral and written communication skills in both English and Chinese, the minimum
standard is Level 3 Note1 or above in Chinese Language and English Language in the Hong Kong
Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education
Examination (HKCEE), or equivalent;
(iv) Relevant degree/diploma or certificate in IT will be an added advantage; and
(v) Knowledge in MS Office applications including Word, Excel and Powerpoint, knowledge in Access,
HTML codes, Querying Language, multi-media applications, Tableau will be an added advantage.
(Note: For this recruitment exercise, ‘Grade C’ in Chinese Language and English Language (Syllabus B)
in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ in Chinese
Language and English Language in the 2007 HKCEE and henceforth. Presentation and written

Terms of Appointment:
The appointment will be on Housing Authority regular terms of employment, with continuous
employment being offered till an employee reaches the prevailing retirement age upon passing the
probationary period. A competitive pay package, which is commensurate with the employee’s
qualification and experience, will be offered. On top of the base salary, the employee may receive a
year-end incentive payment at 10% of the total base salary received upon satisfactory completion of every
full year of service. An employee who has completed no less than six months of service by the end of
the first calendar year of his/ her employment may also receive a year-end incentive payment calculated
on a pro-rata basis. The entry pay, terms of appointment and conditions of service to be offered are
subject to the provisions prevailing at the time the offer of appointment is made.
