Kelly Looking for Data Scientist (R/Python Developer) – FDA OCS BIMO at Silver Spring, MD Full Time

Kelly Government Solutions is a strategic supplier and business partner to the federal government, its key suppliers, as well as other small businesses. We are looking for a Data Scientist (R/Python Developer) that will work as part of a team to support the FDA OCS BIMO program. This will be a challenging and fulling role that will focus on many advanced technologies. As such, you will provide technical guidance and recommendations for BIMO special projects and advanced strategic planning and building prototypes. So having knowledge of and skill in advanced technologies including but not limited to Machine Learning (ML), Natural Language Processing (NLP), and Deep learning (DL) algorithms is a must. You must also have knowledge of cloud computing such as AWS and assisting with recommendation analysis, gap analysis, and providing overall technical advisory.

This position is currently 100% remote , Qualified candidates who have previous or current experience within FDA are highly desired. Additionally, this role will require the selected candidate to complete a Public Trust Clearance with FDA prior to starting.

Please note that this position is a DIRE-HIRE Position. Additional instructions will be required.

TASKS/SERVICES. The candidate shall:

• Facilitate the development of new reporting and analytics capabilities that will include customized/prototyped dashboard creation, visualizations, and prototyping open-source frameworks
  • Ability to use the development tools QLIK, Tableau, Palantir and others to produce deliverables
  • Provide expert opinions the options proposing multiple solutions in the above area.
  • Supporting market research on advance visualization and promoting for concept building and prototypes for BIMO programs
• Develop, create, and modify prototypes for general computer applications software or specialized utility programs
• Analyze user needs, building AS-IS vs. To-Be gap analysis and run design thinking sessions with the project team to propose software solutions
• Design software or customize software for client use with the aim of optimizing operational efficiency
• Create, modify, and test the code, forms, and script that allow computer applications to run
• Work from specifications drawn up by software developers or other individuals
• Shall assist software developers by analyzing user needs and designing software solutions
• Shall develop and write computer programs to store, locate, and retrieve specific documents, data, and information
• Support design thinking sessions to build prototypes, data modelling, UI/UX design, Reporting and Analytics Modelling, and strengthen user needs using agile methods developing POC (proof of concepts). These sessions should include, but not limited to, the following topics:
  • Capturing, processing, analyzing, and tracking the entire remote inspection process to support the Remote Record Review (RRR) and Remote Regulatory Assessment (RRA) programs
  • Development of new site selection models (including advance algorithm development) to support CDER BIMO programs.
  • Using the results of site selection models to develop predictive modeling for the BIMO programs
• Exploring the potential of using robotic processing and automation tools across the CDER BIMO programs, specifically, but not limited to, with the CDER Nexus (Appian) platform.

REQUIREMENTS. The candidate must have:

• Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years.
• Minimum of Bachelor’s in Computer Science, Data Science, or Bioinformatics (MS preferred)
• 3+ years of experience in at least one of the following programming languages: SAS/ R/Python.
• Experience with using programming languages for data manipulation, quality assurance, data cleaning, and analysis
• Good experience with Data Extraction, Transformation, and Loading (ETL)
• Good experience with Data Wrangling and Data Exploration
• Experience with Machine Learning Algorithms
• Experience with Advanced Machine Learning (Deep Learning)
• Experience with Big Data Processing Frameworks
• Experience with Data Visualization
• Excellent attention to detail
• Excellent ability to communicate complex data in a simple, actionable way
