Description
The Assisted Return and Reintegration Project for irregular migrants in a situation of vulnerability (IVARRP) for 2022 will contribute to the Government of Ireland’s comprehensive management of migration by providing return support to migrants wishing to return to their countries of origin and to contribute to their sustainable reintegration.
IOM Ireland has assisted over 4,500 migrants to voluntarily return in a dignified and humane manner to over 100 countries of origin. Over the past ten years, the profile of migrants in Ireland has become considerably more diverse, including, asylum seekers, irregular and undocumented migrants, and other vulnerable groups such as individuals with serious health needs; migrants from vulnerable family compositions; migrants in situations of homelessness and destitution, migrants who have been exploited, as well as unaccompanied migrant children (UMCs). It has also seen a growing number of migrants in increasingly vulnerable situations, having lost work and the means to fund accommodation and IOM has gained an understanding of the various vulnerability profiles migrants who might be in need of voluntary return assistance. This includes, but is not limited to:
The number of cases of migrants with mental health and psychosocial needs has significantly increased and the research aims to focus on this specific category as well as victims of domestic and sexual abuse.
1. Nature of the consultancy
The Consultant’s primary responsibility is to carry out an evaluation on the following:
Factors and Determinants leading migrants applying for return with IOM in Ireland to have increased mental health and psychosocial needs; it would be particularly interesting to assess the reasons that have led migrants in such condition (e.g., pre-existing conditions, socio-economic factors / difficult experiences in the country of origin; during travel and/or at the country of destination such as uncertainty over residency status, cultural adaptation, employment, housing, income; structural factors such as effective access to healthcare etc.
2. Typology of mental health and psychosocial profiles of migrants applying to IOM and rapid assessment of some of the cases
3. The effectiveness of care intervention provided by mainstream services in the context of return and reintegration
4. Proposed actions that could be put in place to improve the effective support by IOM towards these vulnerable migrants with mental health and psychosocial needs;
It is highly recommended that the Consultant works closely with the support of psychiatrist, hired by IOM.
The selected candidate will be working remotely in the initial phases but might be requested to undertake duty travel to meet with some ongoing cases, when deemed necessary.
Scope
The consultancy should include (i) interviewing and coordinating with members of the IOM Ireland, IOM MHPSS team, the Repatriation Unit to clearly understand the scope of the work and define a methodology and work plan (ii) identifying and reviewing existing literature (iii) carrying out consultations with the support of a psychiatrist when deemed necessary of current and former beneficiaries of the IOM Ireland AVR programme.
Objective
The consultant will contribute to better understanding and improving the support services that IOM Ireland offers to vulnerable migrants with mental health and psychosocial needs in Ireland prior, upon and after return to their country of origin.
2. Tasks to be performed under this contract:
a. Prepare and submit a detailed work plan
Based on the details outlined in this TOR and additional information to be provided by IOM, the consultant will provide a detailed workplan and methodology that will be discussed and finalized;
b. Interview and discuss the content of the document with key IOM stakeholders
In order to better understand the objective and scope of work, the consultant will carry out interviews with key interlocutors of the IOM Ireland team and consultants working with IOM as psychotherapists, MHPSS and Repatriation Unit;
c. Conduct literature and desk review
The consultant will collect and carry out well-structured review of the existing documents (policy, guidelines, SOP, literature reviews, best practices etc.)
d. Carry out the consultation phase with a representative sampling of migrants in Ireland as well as service providers.
The consultant will develop a clear methodology to reach out to a representative sample of service providers within the public and NGO sector and migrants in Ireland. The consultant will develop questionnaires and carry out the consultations with the support of a psychiatrist and IOM MHPSS teams
Draft the report
Based on the research conducted and the consultation process, the consultant will draft the report, present it to IOM to input and finalize it;
3. Tangible and measurable output of the work assignment:
The specific activities, outputs and performance indicators will be laid out by the Consultant in a detailed work plan to be submitted within the 1st week of the consultancy period to be reviewed and approved by the IOM.
4. Realistic delivery dates and details as to how the work must be delivered:
a) The detailed workplan shall be ready 1 week after the start of the contract
b) The consultation phase will be carried out during the first 3 weeks after start of contract, where by IOM will immediate put the consultant and team in touch with current cases
c) The literature and desk review to be done simultaneously
d) The draft report of the research expected at the start of the third month of the contract.
e) The final report is expected 2 weeks prior to the end of the contract
Required Qualifications and Experience:

accredited academic institution with five years of relevant professional experience; or

For this position, fluency in English is required (oral and written). Working knowledge of any foreign language is an advantage
Term of hiring and payment: This will be a delivery-based consultancy, to be completed in a duration of 3.5 months. Payment schedule to be agreed upon submission of the consultancy workplan.
