Please Note: This position has been designated as a hybrid-office/remote role. This role is required to be in the office 3 days per week.

Profile Summary:

Provides overall direction and leadership to a major IT department, that in turn establishes IT organizational policy and IT decision making at a large governmental defined contribution plan. Directs multiple units of IT Professionals, by implementing effective and efficient organizational structures. Member of the management team reporting to an IT or governmental Line Executive. Shares direct responsibility for overall IT results with peer governmental & IT Leaders.

Profile Description:

• Partners with governmental departments and IT organization to define, develop, and implement appropriate staffing strategies to support governments business operations.
• Establishes the appropriate work environment, structures, and processes to ensure that overall quality goals are established, monitored, and satisfied for all work activities.
• Establishes the appropriate financial management metrics to ensure that departmental, unit, and project based financial plans are proactively monitored, managed and reported.
• Partners with critical business and IT areas to ensure that all projects/efforts are adequately defined, managed, and completed; achieving the shared business and IT objectives
• Accountable for final administrative and operational decisions for an IT department; supervise development and approval of business plans and budgets prepared by subordinate managers.
• Critical member of the IT executive team in formulation of government defined contribution’s IT strategy and plans. Responsible for ensuring development and management of all employees in the IT department.
• Other duties as assigned.

Technical Responsibilities and Qualifications

• Ensure that systems (e.g., infrastructure, application) conform to architectural standards.
• inspecting LAN/WAN issues and offer opportunities.
• Utilize deep SDLC experience to provide support from architecture to implementation.
• Oversee systems testing including stress testing, performance testing, functional testing and scalability testing.
• Develop systems scripting to develop automation processes, streamline routines, etc.
• Troubleshoot/resolve system issues including but not limited to network and application configuration, infrastructure, or database issues, interface issues, and batch program issues.
• Knowledge of coding and/or scripting languages (e.g. Bash, Powershell, KSH, Python, SAS)
• Strong systems script development experience and the ability to write scripts
• Strong Windows server experience including administration and troubleshooting

Knowledge, Skills, and Experience:

• Bachelor’s degree in Computer Science, Engineering or a directly related field; Master’s Degree preferred.
• Fifteen+ years of progressively responsible IT experience, including 10 years in IT management.
• Strong financial and organizational management experience (managing 30+ staff organizations, with $7m + operating budget).
• Strong understanding of financial service and insurance business and technologies.

Technical Knowledge, Skills, and Experience:

• Windows 2019 server administration including Active Directory, DNS, DHCP, GPO and PowerShell
• Dell/EMC VSAN, VXRail, VMWare, Avamar Backup and Recovery Point
• Microsoft Azure and Office 365
• SolarWinds ARM, Orion and Network Performance Monitor
• ManageEngine Desktop Central and Service Desk
• Synology NAS
• Cisco switches, Ivanti Pulse Secure and ForcePoint Next Gen Firewall, Linux OS is a plus.

• Has direct accountability for staff supervision/management
• Has some budget accountability
• Minimal amount of travel is required
