Tacoma Public Utilities (TPU) is seeking a Chief Technology Officer (CTO) to lead Tacoma Power’s Utility Technology Services section. This role is responsible for effectively managing business activities, including section initiatives, IT projects, and key programs utilizing industry best practices.

The Chief Technology Officer will participate in the planning, development, and execution of TPUs strategies to improve the utilization of current and future technologies. This role you will serve as the enterprise architect and guide the work of the Utility Technology Architecture Board (UTAB) and community of technology solutions architects.

In this role you will serve as a Program Advisor in a consulting capacity to Project Sponsors and Steering Committees. You will represent UTS on various City and industry boards, associations, committees, and panels.

The Chief Technology Officer leads key programs (currently the Advanced Meter Program), the Data Engineering and Integrations Team, and other UTS staff that may periodically report directly to the CTO.

Responsibilities include:

• Oversee the operations of TPU’s OT governance structure and ensure visibility into the planning, design, and implementation of TPU’s technology projects.
• Conduct long and short-range planning for the deployment of the Utility’s technology services and standards in alignment with and support of TPU Divisional Strategic Plans, Smart Utility Plans, and operational technology needs.
• Develop/deliver written materials and give presentations regarding initiatives and projects to staff, management, IT Governance Board, Public Utility Board, and City Council.
• Chair and/or attend a variety of information systems and other administrative meetings or committees with TPU stakeholders, staff, and others.
• Establish a responsive and productive work culture while maintaining effective working relations with the customers, stakeholders, and the labor force, including unionized staff and their representatives; create a work culture which provides equal opportunity, values diversity and is free of discrimination.
• Establish performance measures, including setting expectations, feedback, coaching, training, and discipline. Hold people accountable for achieving measurable results.
• Leadership oversight for the delivery of TPU’s key technology programs.
• Leadership oversight for the utility cloud computing services capability (cloud brokerage).
• Leadership oversight for exploring and implementing new service delivery models such as DevOps.

Qualifications

DESIRABLE QUALIFICATIONS (TRAINING AND EDUCATION):

• Graduation from an accredited four-year college or university with a Bachelor’s degree in engineering, business management or a related field AND
• Six years of increasingly responsible experience in leading, managing and supervising staff in a large organization
• Experience in a utility environment preferred

LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS:

• A Washington State driver’s license may be required.
